The Guanchao Cyber Forum 2023 convened in Beijing, gathering policy experts, scholars, representatives from government bodies, and thought leaders from China, the United States, Russia, Europe, and other regions to engage in high-level dialogue on the most pressing issues in global cyberspace governance. Co-initiated by the China Institute for Innovation and Development Strategy (CIIDS) and Qi’An Xin Group, the Guanchao Cyber Forum has operated since its establishment in 2016 as both a think-tank and a forum, distinguished by its dual character as a platform for intellectual inquiry and multilateral policy exchange. AADE participated in the Forum as a long-term cooperating institution, reflecting the organization’s sustained engagement with global digital governance conversations at the highest levels.

The Forum convened participants from China, the United States, Russia, and Europe, establishing a flexible, multilevel, and multicultural dialogue platform oriented toward global cyberspace. Its institutional design — combining the analytical rigour of a think-tank with the convening power of an international forum — has enabled it to serve as a trusted space for frank and constructive exchanges across geopolitical boundaries. AADE’s multi-year participation as a cooperating partner underscores its recognition of the Forum as a critical vehicle for advancing responsible digital governance and cyber policy consensus-building.

Core Themes in Cyberspace Governance

Central to the Forum’s agenda were discussions on the evolving landscape of cyberspace global governance, including the establishment of international norms and rule-making for cyberspace, cybersecurity and combating cybercrime, the cross-border flow of data and privacy protection, the governance of artificial intelligence and its applications in national and international security contexts, and the pursuit of inclusive digital economic development. Participants drew on diverse national perspectives to identify areas of convergence and explore pathways toward shared frameworks for a stable and secure digital environment.
